Samer provides experienced counsel on formation of entities and complex business transactions for healthcare providers. 

Samer is a native of Southeast Texas with an extensive professional history in government, administrative and healthcare law. He hails from a family of physicians and followed that same path, having pursued a career in medicine at University of Texas Medical Branch in Galveston after graduating from Southern Methodist University with a Biochemistry/Mathematics degree. Samer is a published scientist having studied and developed organic compounds intended to thwart penicillin-resistant bacteria.

Samer developed a passion for healthcare law and regulation while in medical school, and thereafter pursued a law degree at Southern Methodist University Dedman College of Law. Upon graduating, Samer returned to his native Southeast Texas to advise municipal corporations during a period of petrochemical refinery expansion, having negotiated complex industrial district agreements that brought liquified natural gas plants into the Texas/Louisiana border region. Additionally, Samer advised healthcare entities on mergers and acquisitions during a period of transformative change in healthcare regulation brought forth by the Patient Protection and Affordable Care Act.
